MEET MANDY
Mandy Kilmartin has spent her career fighting for people. As a volunteer EMT, she witnessed families at their most vulnerable—an experience that inspired a 25-year career focused on improving the quality, safety, and compassion of healthcare. She has built a track record making complicated systems work for people: identifying what isn't working, aligning diverse stakeholders, and building solutions that work better for the people they serve. This foundation of service guides every decision she makes in public life.
With five years of service on the Shelton Board of Education and as co-founder of the Lady Ds Scholarship Fund, Mandy has proven her commitment to local families and students. She believes leadership is about listening, showing up, and delivering tangible results for the community, regardless of party affiliation.
Mandy and her husband Doug are raising their two children in Shelton, instilling the same values of integrity and standing up for others that guide her campaign. She is ready to fight for every family, every neighborhood, and every opportunity our community deserves.

Fully Fund Public Schools
As a former Board of Education member, Mandy knows that strong schools require strong investment. She will leverage her experience and relationships to advocate for increased state funding and ensure our community receives its fair share.
Make Housing Affordable
Mandy is committed to expanding access to rental assistance, establishing a renters tax credit, providing support for first-time homebuyers and seniors, and ensuring our community remains affordable for all.
Expand Healthcare Access
For 25 years, Mandy has worked to improve healthcare outcomes. In Hartford, she'll bring that same commitment to fighting for lower costs, better care, and a healthcare system that puts patients and families first.
Protect Reproductive Rights
A staunch defender of women’s rights, Mandy will fight any attempt to roll back reproductive freedom in our state.
Connecticut families pay some of the highest energy rates in the country. Mandy will fight for energy independence, invest in clean energy, and put an end to ratepayer-funded executive payouts.
Lower Energy Costs
Protect Seniors from Rising Property Taxes
Mandy will fight to establish a property tax cap for long-term senior residents, helping ensure that people who have spent decades in their communities can afford to remain in the homes they’ve worked hard to build and maintain.
Integrity in Leadership
Mandy believes in leadership rooted in data, guided by compassion, and focused on real results. She is a leader who acts with integrity to stand up for every person across party lines.
Data Center Regulation
Data centers shouldn’t drive up energy costs or burden our communities. Mandy will propose legislation establishing science-based standards for noise and pollution, and requiring data centers to generate their own power, directing any excess electricity back to the public grid to help lower costs for Connecticut families.
Eliminate the Motor Vehicle Tax
If you’ve paid for your car and the taxes on it, you shouldn’t have to keep paying just to own it. Mandy will fight to eliminate Connecticut’s motor vehicle tax, giving families greater predictability and relief from rising costs.
